Naar een écht Europees burgerschap
Vandaag ben je Europees burger als je het staatsburgerschap van één van de EU lidstaten hebt. Het Europees burgerschap brengt onder andere het lokaal kiesrecht en het kiesrecht voor het Europees Parlement met zich mee, ongeacht waar je woont in de Europese Unie. Het zou beter zijn om het Europees burgerschap toe te kennen op basis van verblijf in de Europese Unie (eerder dan op basis van staatsburgerschap): iedereen die legaal in de Europese Unie woont, is dan Europees burger. En kan dan meteen ook meestemmen op lokaal vlak en voor het Europees parlement.
Nationale lidstaten bepalen dan nog steeds wie nationaal staatsburger kan worden (en voor het nationaal parlement kan stemmen), maar wie op Europees grondgebied woont, is dan sowieso Europees burger. Vandaag lopen de nationaliteitswetgevingen van verschillende Europese lidstaten erg uiteen qua voorwaarden (zie ondermeer http://www.integrationindex.eu). Zo is het bijvoorbeeld makkelijker om Zweeds staatsburger te worden dan om Griek te worden. Zweden 'produceert' dus relatief gezien meer nieuwe Europese burgers dan Griekenland. Laten we daar komaf mee maken en meteen voor een Europees burgerschap kiezen, dat los staat van het nationale staatsburgerschap.
Indien Europa een "federale staat" moet worden, is het alleen maar logisch dat er maar één soort EU-burgerschap overblijft : een "subnationaliteit"
zoals Griek, Zweed, Belg... dient immers tot niets. De duidelijke aanzet tot het invoeren van dit enige burgerschap is duidelijk : de immigratiepolitiek heeft gewoon behoefte aan zulke duidelijkheid.
Indien we een totaal vrije markt willen organizeren, het vrije verkeer van personen en goederen. Indien we ons vrij willen kunnen vestigen en ons beroep willen uitoefenen, is het "nationaliteitenverschil" zoals dit nu nog bestaat volkomen uit den bozen.
Het is duidelijk dat men om dit in de praktijk te brengen nog praktische bezwaren uit de weg zal moeten ruimen. Diegenen die menen dat "Europa" er slechts is om de "kapitalisten" aan een grote binnenmarkt te helpen en
dat dit "Europa" in wezen a-sociaal is, hebben gelijk zolang de realisatie van
deze uiteindelijke bevrijding van de mens uit zijn enge landsgrenzen geen feit is.
